According to the pom.xml of cocoon-webapp, there are no blocks added as dependency.

This steps do work for me:

- cd cocoon/trunk
- mvn clean
- mvn install
- cd cocoon/trunk/core/cocoon-webapp
- mvn jetty:run

Are you doing the same?
