If I understand it correctly, the following will cause auto-submit to be enabled if there are value change listeners:

which makes it impossible to disable value change listeners, so a better test would be:

      <script type="text/javascript"><xsl:value-of select="$browser-variable"/> = forms_createOptionTransfer('<xsl:value-of select="@id"/>', <xsl:value-of select="@listening = 'true'  and not(fi:styling/@submit-on-change = 'false')"/>);</script>
