Would it be possible to prove this without touching the current  
trunk, so as not to disturb the work of those working on the blocks  
and OSGI stuff? By creating a branch for 2.3 or something? Or even  
tagging 2.1.9 and continue work in that branch towards 2.3?

If yes, work on the trunk can continue at the appropriate pace for  
those who are working on it, and others can play with the proposed  
2.3 and vote in due time, about whether to release a 2.3 milestone or  
wait for the trunk.
