How does one go about ticking that field when attacing patches to
existing bug reports?  I don't see it anywhere in the UI, except on the
Create New Bug screen.  I hope I'm not just missing it.  Maybe it's
something to do with my level of permissions?

In particular I'm trying to add "Patch available" to
COCOON-1753 which has a patch already attached but did not have [PATCH]
in the title (sorry, my mistake).
