Are you still on mvn 2.0 by any chance? I remember there were some
problems with xml-apis relocation code in 2.0. Try upgrading to 2.0.1 or
one of the latest snapshots
(http://maven.zones.apache.org/~maven/builds/branches/maven-2.0.x/)

Even so, there are still a few repo problems apparently which i didn't
spot until now when i tried compiling with a clean repository.

If you want to try with a clean repo do mvn -s settings.xml ... . It
will create a tempRepo directory in trunk and download everything new.
This is the best way to make sure all dependencies are downloadable
somewhere.
