If you click on the link backs to the original issues, you'll see (at  
least, that's what I see in my browser) that the data was corrupted  
by Bugzilla, not by Jira:

In the order you specified them:

http://issues.apache.org/bugzilla/show_bug.cgi?id=36718 (is COCOON-1603)
http://issues.apache.org/bugzilla/show_bug.cgi?id=36984 (is COCOON-1627)
http://issues.apache.org/bugzilla/show_bug.cgi?id=36963 (is COCOON-1624)

As you can see, the data was corrupted on entry, so, unfortunately,  
there's not much JIRA can do (it tries to fix other engines bugs, but  
it doesn't always succeed! :-) :-)
