"Pure Java Subversion (SVN) Client Library"  -
  http://www.tmate.org/svn/

JIRA uses this for its Subversion support.  It has worked pretty well for
us so far.

Incidentally, JNI libraries cause problems with users, not developers.
Some people can barely type 'set JAVA_HOME=... ; cd bin ; startup.bat' -
let alone locate and install svn libraries for their particular OS.
