This may be a perception problem on my behalf.

I would expect the nsmapping.properties file to be reload if I make
a change to it (and have the reload parameter set to true).
I am however allowed to change the file without it having
any effect on the output of a pipeline previously loaded.

Looking at the java code it looks like the test for reloading is implemented
by checking the last modified of the url resource againt a cached copy
of the previous url resource.  In my interpretation both url's refer to
the same resource (not caching the result of the get last modified function)
and the test will therefor always return the same result.
