Plain HTML.
We pass it through jtidy before using it.

Also, there is a special skin called plain-dev. If you tell forrest to 
use that skin, it outputs all the site in plain html, that can be used 
instead of the original formats as the input format. I used it to 
convert the Incubator docs to html.
