Confirmed on a recent BRANCH_2_1_X build.

I'm changing the summary to be a bit more accurate, though. It's not that
content is "reordered", but that the added DOCTYPE isn't the first thing like
you'd expect.

Additional note: the current default serializer,
org.apache.cocoon.serialization.XMLSerializer exhibits the behavior shown in
this bug report.

The newer serializer, org.apache.cocoon.components.serializers.XMLSerializer,
doesn't seem to accept parameters the same way, using <doctype-public> and
<doctype-system> elements, so I can't say whether it's a current workaround.
