When loading a form, <wb:context> doesn't call child bindings if the context
path doesn't exist.

This causes a problem when a form is loaded more than once, an the context path
that existed at one time disappeared before a subsequent load.

This has to be fixed not only in <wb:context> but also in all container bindings
(repeater, struct, multivaluefield etc)
