ResourceReader ignores Charset info given in mime-type="text/css; charset=utf-8"

ResourceReader should be configurable to send HTTP header including charset
info. Serializers do this but ResourceReader does not. From following sitemap
pattern it only puts "text/css" into content-type header:

<map:match pattern="**.css">
  <map:read mime-type="text/css; charset=utf-8" src="{1}.css"/>
</map:match>

There is no chance to ensure that CSS files are sent with correct charset info.
