I don't know the exact problem of the now deprecated Caching cinclude 
transformer, but I think to remember that it made assumptions about some 
internal handling which could not be guaranteed in future versions.
The current expires based caching of the cinclude transformer is really very 
handy for some use cases; but I see the value of the solution here suggested as 
well. Now I think, we need both (and for compatibility we should never remove a 
feature).
We not creating a new clean transformer for the purpose and leave the cinclude 
transformer the way it is.
In general, I think it's time to rethink the whole caching approach :(
