Yep. It was:

Some time ago, we discussed the need to keep sources somewhere in Cocoon
for third-party jars produced from CVS snapshots....

AFAIK, the term "3rd party" refers to anything outside cocoon. That
includes other Apache projects. The posted list is valid.
