I agree with Greg as the servlet container has no clue of what can be considered an "offsite"
link (for 
example we have several hosts aliased to the same web-application through a proxied Apache
front 
end). Only the application designer (or deployer) has the full control on the servers stack,
and can 
therefore decide what should be encoded and what not.

Cocoon's EncodeURL Transformer should provide facilities to allow inclusion or exclusion of
particular 
URL patterns.
