Clear enough! :-D

Good tips are here and there on the lists. What if we can put these hints
in a common place? This hints are for committers.

BTW, the usage of non-released jar has decreased dramatically in Cocoon on
every new release after we agreed to use just released versions of the
jars. In some rare situations (ie: a critical bug was fixed) there was a
vote to include a CVS version of the jars.

Since we cannot depend on other projects to release (Cocoon use many "3rd
party" jars), this hint can help developers and users to find the right
sources when needed.
