Re-opening this Bug and raising the severity level to Critical (perhaps needs
Blocker).

This is *not* the solution that we agreed upon. There were various big
discussions about this. The easy solution was that we add the DTDs to our CVS.
However the discussion decided that we cannot do that for legal reasons, so we
had to find another solution.
