Doesn't Ant 1.6 (now in beta 2 IIUC) provide for this?  I think we 
looked at introducing some external extensions sort of along those lines 
for dealing with blocks build but decided it was sufficient to wait for 
ant's next release.  My memory is fuzzy on this though.
