Need to be able to use "cinclude" or "xinclude" to manage sitemap fragments

Summary: Need to be able to use "cinclude" or "xinclude" to
                    manage sitemap fragments
           Product: Cocoon 2
           Version: 2.1.1
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: sitemap components
        AssignedTo: dev@cocoon.apache.org
        ReportedBy: oleg.dulin@opence.net

Currently, there is no way to reuse sitemap fragments across different files.
This severely limits refactoring possibilities.
