As a workaround, both of these work for me:
#{format(java.text.SimpleDateFormat.new('MM/dd/yy', 
java.util.Locale.new('ITALIAN')), java.util.Date.new())}
${java.text.SimpleDateFormat("MM/dd/yy", 
java.util.Locale("ITALIAN")).format(java.util.Date())}
