reuse-parsers is set to false (shouldn't be true?)

cocoon.xconf:/cocoon/xml-parser/parameter[@name='reuse-parsers']/@value
is set to false.

There is a commented description above:

So shouldn't it be set true by default?
Doesn't it influence cocoon performance?
