Hmm.. interesting.  Perhaps we just need to augment Resources a bit:

<map:resource name="gather-links" from-position="content">
  <!-- Any required link munging -->
  <map:transformer type="gather-links"/>

Ie, a Resource inserted in each pipeline after the 'content' label.
Rather AOP'ish.
