XSPUtil.relativeFilename() returns differents results for different containers

The result of relativeFilename() is at least processor dependent. Using Cocoon
2.1 and Jetty I get

    file:/D:/cocoon-2.1/build/webapp/docs

using Tomcat I get

    jndi:/localhost/cocoondocs

While it's possible to get a path with jndi protocol the missing slash between
'cocoon' and 'docs' is at least a bug.
