I just tested under macosx/JDK 1.4.1 and I get the same result:

tar ztvf dist/cocoon-2.1m2-dev.tar.gz | cut -c 1-11 | sort -u
returns
   -rw-r--r--
   drwxr-xr-x

 From http://ant.apache.org/manual/CoreTasks/tar.html it looks like 
permissions must be explicitely set in the tar task:

<tar longfile="gnu" destfile="${dist.base}/${dist.name}-src.tar" >
   <tarfileset dir="${dist.name}/.." mode="755" username="ant" 
group="ant">
     <include name="${dist.name}/bootstrap.sh"/>
     <include name="${dist.name}/build.sh"/>
   </tarfileset>
...

I have no idea if this is a new behaviour of ant, never checked before.
