untranslated-text doesn't work for i18n:text

1) If I use a key for i18n:text which is not defined in the dictionary,
   in the past I got the untranslated-text. This is now not the case,
   instead the key is printed out. I don't know what is better, but in the
   docu the old behaviour is documented. Either change the docu or
   implement the old behaviour.

2) If I use a key for i18n:text which is defined but
   translation.trim().length() == 0, in the past I got untranslated-text.
   My proposal was to only output untranslated-text if element had no content,
   as you wrote.
   If I use a key which is defined in the dict and has length() > 0
   even if it is only whitespace, output this.
