Subject [PATCH] Excalibur JaxpParser

attached is a patch for Excalibur's JaxpParser class that adds the
possibility to drop comment events occuring between the startDTD and
endDTD events.

Could some Cocoon-Avalon committer be so kind to commit this? TIA!

Background info:
comment() events inside DTD's serve little purpose in Cocoon, especially
since the rest of the DTD events, which are fired via the DeclHandler
interface, are not supported by Cocoon (and not by the JaxpParser
either). However, the comment events from internal DTD subsets do occur
in the serialized output, which is annoying and useless. Therefore, the
idea is to drop them right after parsing.
