AFAIK it adds the jars that the project exposed via <jar>.

It means that the jar of Chaperon wasn't available.

A <jar> tag of a project makes a jar available, regardless it was built 
by Gump, copied from the web or in CVS.
In this case:
http://cvs.apache.org/builds/gump/2003-04-10/cocoon-block-chaperon.html
it looks for it in the CVS checkout, and it doesn't find it.

Only that if it's not build AFAIK it's not included in the summary.
