Here's a patch to the CLI that makes broken link handling vastly better. See 
cli.xconf for details. Note, this functionality is only available through the 
xconf. It'll get silly adding yet more command line parameters.

I've used the Ant DelayedFileSavingEnvironment (slightly modified). Should this 
be brought into the core? I had to delay writing, so that I could prevent a 
file being created when page generation fails (could in time use canCancel()).

Also, cli.xconf has been expanded to contain usage notes.
