If I understand http://www.w3.org/TR/xslt#document correctly ("If there is an
error retrieving the resource, then the XSLT processor may signal an error"),
decision wether to signal an error or return empty nodeset is left up to XSLT
processor. This means Cocoon implementation could be made configurable from
cocoon.xconf to have one or the other behavior.
