Internal DTD comments cause invalid XML

------- Additional Comments From bruno@outerthought.org 2003-03-10 12:52 -------
The XMLSerializer doesn't have anything to do with the DOMStreamer directly, but
previously the XMLSerializer would perform a identity transformation (using a
real XSL stylesheet) to fix some namespace declaration issues that originated
from streaming DOM trees. To avoid this the DOMStreamer was fixed so it would
produce correct namespace events, and as a consequence the identity
transformation was removed from the serializer, but this in turn causes now the
problems described in this bug.

for the history.

The NamespaceAsAttributes fixes yet another thing, though that's not needed
anymore with more recent Xalans.
