Hi Jeff,

is this a new problem you're experiencing since the introduction of the new
DOMStreamer? I don't think so, because:

* your example shows a pure SAX pipeline, so the DOMStreamer isn't (or at least
shouldn't) be used anywhere.

* it seems this problem has always existed in Cocoon, since DTD declarations are
passed on via the SAX DeclHandler interface, which, AFAIK, is not used anywhere
in Cocoon.

I just tried your subsitemap on Cocoon 2.04, and it doesn't work there either.
