new logging category never set when using log logicsheet

Summary: new logging category never set when using log logicsheet
           Product: Cocoon 2
           Version: Current CVS
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: core
        AssignedTo: cocoon-dev@xml.apache.org
        ReportedBy: ouzo@vip.net.pl

Because of if ( getLogger() == null ) condition the piece of code that sets new
logging category never gets executed in xsp. The second thing is that if
setting new logging category fails NPE might occur. See patch attached.
