I was actually thinking:

 <components>
   <map:matchers>
   </map:matchers>
 
   <map:pipelines>
    <map:pipeline/>
   </map:pipelines>
 </components>
 ..

 <map:pipes>
   <map:pipe>
     <map:act>
     <map:match>
     ...
   </map:pipe>

   <map:pipe>
   </map:pipe>
 </map:pipes>

thats my suggestion anyway :)
