HSSFSerializer does not serialize documents encoded in windows-1250(and probably others)

HSSFSerializer does not serialize documents encoded in windows-1250(and 
probably others). This is caused by the fact that it uses POI 
ENCODING_COMPRESSED_UNICODE encoding for strings. ENCODING_COMPRESSED_UNICODE 
is 8bit encoding so one bit is lost for 16bit encodings . Quick fix is to set 
encoding to ENCODING_UTF_16 in method setContent(final String content) of
org.apache.cocoon.components.elementprocessor.impl.poi.hssf.elements.Cell:
