[RFE] let serializer use request parameters

I'd like to use width and/or height request-parameters on SVGSerializer to scale
the rendered image. SVGSerializer obeys paramters, but only if given in
<map:serializer>.
I understand that implementation of this feature needs redesign of some
Interfaces (Serializer.java) and core-Routines and therefore I'm not able to
create a patch.

I currently user a wrapper svg (<svg><use/></svg>) together with an
xsl-Stylesheet to add width, height, href and transform-parameters, but this
reveals some bug in Batiks resolver (SVG-<font> not found, if defined in
external entity).
