Can there be a null value in an array returned by 
this.req.getParameterValues(name) according to the Servlet spec.? The 
servletapi javadoc (the one included in Tomcat 4.1.12) doesn't say anything 
about it.  
In my opinion, if the spec doesn't explicitly specify it we should silently 
put the null values into the array if those are returned by 
this.req.getParameterValues(name). 
If this.req.getParameterValues(name) *never* returns an array containing any 
nulls, then the check in decode() is unnecessary.
