Or, we could base it on Qexo (which is mentioned in the article). 
It compiles the XQuery-code into Java-bytecode, that should make it fast
enough...

According to the status-page, it seems pretty complete.

XHive (http://www.x-hive.com) has a cool Cocoon/XMLNativeDatabase/XQuery

demo. It comes with the 30-day eval of their payware XND, and is a 
Source and Generator.
