O.K., I can be stupid at sometimes (at least):

I was adding the builtin-logicsheet declaration just after all the shipped
ones'...for Javascript.  Since my page language was Java, the page wasn't
_supposed_ to see this one.

One last quibble:
Declaring the logicsheet only in cocoon.xconf, you're supposed to have to
restart Cocoon before changes in the logicsheet show up...is this the result of
a "recheck  timestamps at every service" variable I may have set and then forgot?
