I use this snippet:

    <xi:include
      xmlns:xi="http://www.w3.org/2001/XInclude"
      parse="xml"
 
href="cocoon:/src{$geoLevel}/{$content/@name}#xpointer(//properties)"/>

and it works for me.  Of cause, I've not tested this on head for a while...
