I've changed getLocaleAttribute() to return Locale instead of String, but this 
does not solve the problem with user defined locales.

I see no good solution to this issue. Using a locale like 'de-at-euro' or 'de-
at_EURO' or ... in MSIE (Win2K) results in 'de' locale with wrong country and 
variant parts in Tomcat.
