Syntax is correct.  You can even add a body param too.
mailto:cocoon-dev@xml.apache.org?subject=[DOC-COMMENT]somefile.xml-para231&body="<file>somefile.xml</file><para>231</para><author>Stefano

Mazzocchi</author>"
This way the whole relevant content is kept together, and we can parse the 
content if processing will ever be done in the future.
Just a suggestion.
