You are mistaken. In Cocoon 2.0.3 CVS:

JDBC3_START replaced with */
JDBC3_END replaced with /*

Thus, when JDK1.4 is used, line:
  /* @JDBC3_START@
replaced as:
  /* */
effectively enabling JDBC3.


Regarding 2.0.2: Whatever is wrong in 2.0.2, it could not be changed, because 
2.0.2 is already released and will not be changed at all, never.
