xsp is not able to handle all UTF-8 characters

One more comment: My locale is ISO-8859-1

If I don't use a xsp but have only <map:generate src="test9.xml"/>
then it is working correctly:

<?xml version="1.0" encoding="UTF-8"?>
 <page>
  <!-- german A umlaut -->
  <!--
   b[0] = (byte)0xc3;
   b[1] = (byte)0x84;
   -->
  <value>~D</value>
 
  <!-- russian E with 2 dots above like german umlaut -->
  <!--
   b[0] = (byte)0xd0;
   b[1] = (byte)0x81;
   -->
  <value>~A</value>
 </page>

The problem seems to be that the generated java code is locale dependent
with constructs like this.characters("...locale dependent...");
