Well, I definitely can't comment on the "right" way and if there is really
something to fix.

But, I've seen the 'Failed to load...' message on other occasions, independently
from Cocoon (simple offline XSLT transformations with Saxon, I think). And
I always had written 'iso8859-1' instead of 'ISO-8859-1'.

And from my "very" limited experiences, I can only remember having seen the
character set noted as "ISO-8859-1" or "ISO-8859-15".

And I'm really using Saxon instead of Xalan in my installation. Don't know 
if this makes a difference.
