You're right, sendPage() will invoke the sitemap again, passing to it
its URI argument. In the sitemap, <map:call function="..."/> should
not be followed by anything.

Also sendPage() does not rely on actions and selectors to generate the
output page. Although nothing stops you to use them in the pipeline
invoked by sendPage().
