Then "DoctypeChanger" would help. Perhaps this could be
added to xml-commons and thence to Cocoon. Evidently two
Apache projects need to say that they require it. All Cocoon
committers are Commons committers.

Whatever happens, it sounds like a useful tool even just for
local use.
