Me again...

People get deviated on sunny Sundays, so I investigated further (and
happen to now know more about the classloading stuff for messy
Servlet-containers after reading through CocoonServlet.java trying to
find out why this 'Cocoon-libs' string gets written out to Manifest.mf -
ough)

Scenario: I often use the webapp target without include.webapp.libs set,
because it saves on .war jarring cycles, and in my development
environment, I can make the libs for Cocoon available to all webapps, so
they need not to be in the cocoon.war in the first place.

In order to have this working (and every advise on the pros and cons are
welcome), the ManifestToolTask needs not to fail if the 'lib' directory
doesn't exist. A simple patch which does so is attached.
