This sounds similar to a problem I was having, and after hours of investigation 
still could not resolve...  perhaps these details will help to isolate the 
problem a little further:

Firstly, I am using Tomcat4.0 and Cocoon 2.0, running on jdk1.3.1

The error occurs upon starting catalina(tomcat) the error message, which can be 
found in the log-file "logs\catalina.out" is as follows:

Bootstrap: Class loader creation threw exception
java.util.zip.ZipException: No such file or directory
        at java.util.zip.ZipFile.open(Native Method)
        at java.util.zip.ZipFile.<init>(ZipFile.java:110)
        at java.util.jar.JarFile.<init>(JarFile.java:115)

This is ALL that is printed there.

By turning jvm debugging on (ie adding -debug:class) to the CATALINA_OPTS 
variable one can get a bit more context... the entire output is very large, so 
I have cropped it down to about 40 lines or so (this is from the point where 
org.apache.catalina.startup.Bootstrap class is loaded):

I have since given up trying to resolve this, and I have moved to attempting a 
jdk1.4.0, cocoon-2.0.2, catalina-4.0.3LE installation... you will be hearing 
about my progress with this on the user-lists soon I fear.
