You must be right, Vadim.
But is the code 0x65 not for A ?
I think the letter  has code 0x233 in iso-8859-1 encoding.

Anyway, it seems that %C3%A9 is the UTF-8 code for letter .
Apparently, the HTML serializer processes anchor's attributes with UTF-8 
encoding, no matter what the user's desired encoding is.
