The Cocoon pipeline is made to work this way, sending tags to the client as 
soon as they are ready, to reduce load, memory usage, and increase percieved 
performance.

It is possible to make use of a buffer to avoid this kind of error, but you 
decrease performance on all pages just to have valid error pages, which are 
symptom of an error anyway.

handle-errors should be used only for really exceptional causes, not in the 
normal process flow that can be handled by selectors and actions.
